The Metro totally jerked me around when I first moved here. But I'm crazy and stood around for a half hour trying to sort my shit out before I'd let myself talk to one of the scary Metro People. (I don't know what it is about them-- maybe being underground all day makes them grouchy?)

Either way, it's not terribly intuitive. I feel your pain. (Luckily, after almost three years here, I have it! ... really, I do...)
